Hormuz Proposal Still Open as Shipping Attacks Rise; EU Leaders Back Ukraine Without Closing Budget Deal

October 18, 2026 · Category: World News

Iran said on Sunday, October 18, that its proposal to reopen the Strait of Hormuz remains open. Foreign Minister Abbas Araqchi said Tehran is reviewing Washington's comments on the seven-day proposal presented in mid-September, under which the strait could reopen on the sixth day, with negotiations beginning on the seventh, if the United States meets Iran's conditions Reuters via Investing.com.

Those conditions are where the gap lies. Reuters reported they include lifting the U.S. blockade on Iranian ports, lifting sanctions on Iranian oil exports and ending hostilities on all regional fronts; the Associated Press also listed releasing frozen Iranian assets AP. AP reported President Donald Trump had publicly rejected the proposal, though indirect messaging continues, and Reuters reported that a central disagreement is Washington's insistence that Iran's nuclear programme be addressed from the outset. No agreement was reported on October 18.

Meanwhile, the waterway itself grew more dangerous. CBS News, citing the U.K. Maritime Trade Operations agency, reported at least 10 vessels had been attacked in or near the Strait of Hormuz since the previous Sunday, and 23 attacks since the start of October CBS News.

In Brussels, EU leaders met on October 15–16 and adopted conclusions on Ukraine, the Middle East, defence, migration and the next long-term budget European Council. The Council reaffirmed its support for Ukraine, welcomed the release of €6.6 billion under the European Peace Facility, the extension of the EU military assistance mission and the establishment of an integrated anti-ballistic missile coalition, and called on Russia to agree to a ceasefire. The scale of what Kyiv is asking for came from President Volodymyr Zelensky, who, the BBC reported, told leaders Ukraine would need €70 billion from the EU for defence and weapons next year, within a €155 billion total cost BBC. The money question was not settled: Euronews reported leaders ended the summit with no deal on the 2028–2034 budget and asked the European Commission to propose options on Ukraine financing Euronews. On the Middle East, EU leaders condemned Iran's attacks in the region and acts threatening commercial vessels in Hormuz European Council.

Why it matters

Both stories ended the week unresolved, and in similar ways. On Hormuz, a proposal remains on the table, but Washington and Tehran are still divided over sequencing and the nuclear issue, while attacks on shipping continue to raise the cost of the stalemate. In Europe, the summit delivered stated support and concrete military-assistance steps for Ukraine but pushed the harder financing and long-term budget questions to later meetings. For anyone watching energy, shipping or European policy, both tracks are live negotiations rather than settled outcomes, and official updates after October 18 will show whether either has moved.
