Lavrov in Tehran as Hormuz Standoff Holds; Trump Waives Russia Sanctions; France Tallies Arrests After Violent Protests

October 19, 2026 · Category: World News

Russian Foreign Minister Sergey Lavrov met Iranian Foreign Minister Abbas Araghchi in Tehran on Monday, October 19, according to Iran's state broadcaster IRIB as reported by Anadolu Agency Anadolu Agency. CBS News reported it is Lavrov's first visit to Iran since the U.S. and Israel launched strikes on February 28, and Lavrov said the trip was "aimed at preventing the return of a large-scale war" CBS News.

The visit added a new diplomatic player without changing the core standoff. Araghchi said Sunday that Iran's seven-day proposal for a ceasefire and phased reopening of the Strait of Hormuz, which President Donald Trump rejected, remains on the table; no U.S.–Iran agreement was reported. The violence around it continued. The U.K. Maritime Trade Operations center said a tugboat off the United Arab Emirates was struck by two unknown projectiles on Sunday, with one minor casualty, and that October is the worst month for attacks on shipping in the strait since March. In Yemen, a Houthi ballistic-missile strike on a government military camp in Shabwa province killed at least 50 people, a deputy governor told AFP, and the U.S. issued a security alert urging Americans in the Middle East to "exercise heightened vigilance" CBS News.

Washington's own Russia policy took a turn. Reuters reported that a Trump executive order issued Friday, October 16 waived key Russia-related sanctions and tariffs, including penalties for buying Russian oil and gas, that were scheduled to take effect next week under the Graham Act; Trump said the waiver was in the U.S. national interest Reuters via Investing.com. Ukrainian President Volodymyr Zelensky wrote that the decision "seems wrong to me" and "definitely helps only the Russians." Oil markets reacted: CBS News, citing AP, reported Brent crude fell 2.5% to $107.16 early Monday after the sanctions decision, having touched nearly $110 on Friday CBS News.

In France, October 17 demonstrations against hardship in schools and the cost of living turned violent in several cities, with an estimated 550,000 people on the streets, the BBC reported BBC. Interior Minister Laurent Nuñez said more than 2,000 people were arrested nationwide and more than 600 police officers, gendarmes and firefighters were injured, franceinfo reported; Paris police reported 855 arrests franceinfo. President Emmanuel Macron said those responsible "will be prosecuted and punished" BBC.

Why it matters

The common thread is movement without resolution. On Iran, Russia's foreign minister arriving in Tehran brought fresh diplomatic activity, yet neither the U.S. nor Iranian position was reported to have shifted, and attacks on shipping and the Yemen conflict carried on. The U.S. sanctions waiver drew open criticism from Ukraine's president and, in the cited reporting, coincided with a dip in oil prices that remain well above pre-war levels. In France, arrest and injury counts were still being revised a day after the protests. All three stories were developing as of October 19.
